There are some interesting ideas around this. My basic points were made on the Film Financing Network on the Silicon Cape. The biggest problem is not so much the financing or distribution deals (although they can be tough enough), it is the ability to put through enough viable projects. A proper fund of the nature that you propose needs a strong deal flow otherwise it is "just one d*** production after another" and noting linking them up. One needs to be busy with several productions at different levels of development from script approval to post production etc at the same time.
